Because of the baptism of Jesus narrative, the Holy Spirit is often depicted as a dove. Fire is more often used to illustrate the presence of God. The tongues of divided fire in Acts 2 are reminiscent of the fire that the led the Hebrews through the wilderness and rarely shot out and consumed people.
